Table 1 presents information and analysis suggesting that the automated system with new technology will save the city money over time. Over five years, the manual system will cost $11,879,788, while the automated system with brand-new equipment would set you back $12,190,620. The automated method requires more money to get started because of the need to buy new equipment, but it saves more each year and finally pays for itself. In addition to saving money, the automated system provides other advantages, such as higher efficiency, decreased personnel expenses, and enhanced security. For that reason, it’s best if Assistant City Manager Chris Smith suggests to the City Manager that the city upgrade to the automated system.

In light of Newglade’s unique circumstances, it was best to examine the automation and privatization concerns concurrently. The city officials were able to weigh all of the available possibilities for enhancing sanitation services and select the most cost-effective and efficient one by combining the results of several analyses. Yet, if the issues at hand have distinct effects on the city’s finances and service quality, it may be better to tackle them independently.

The common belief that voters rarely let economic reasoning influence their decisions on tax and service fee issues is sometimes true. Although voters may place higher importance on other considerations, such as quality of life and community values, when making their choices, they frequently weigh the costs and benefits of each alternative. While making policy decisions, local authorities should weigh the pros and cons of each option and explain these considerations to the public transparently.

If I were the city manager, I’d give the public works director’s objection to merging commercial and residential sanitation services due consideration with any other potential benefits and drawbacks. Ultimately, I would choose based on what is best for the city and its citizens, thinking about budget cuts, service quality, and community ideals.

When the manual collection is exceptionally expensive or inefficient, or when safety concerns compel a change, it may be preferable to rapidly adopt an automated collecting system. Whether or not to automate the entire system at once depends on several considerations, including the availability of financing, the sanitation department’s ability to manage the changeover, and the impact on residents and businesses. In other circumstances, it may be preferable to make the change gradually so that the relevant department can handle any problems and ensure the change goes well for everyone.
