According to the PERI report, the four principal risk strategies include avoidance, reduction, control, and transfer. The presence of nuclear power plants and other nuclear facilities pose an imminent threat that contributes to the need for these weapons to be dismantled. Therefore, the existence of such weapons would be handled based on the principle of avoidance. The risk factor for such a weapon is significant because the purpose of having nuclear weapons is to threaten other countries or to use them. Both of these uses are directly related to the implementation of conflict. As such, avoidance should be implemented by engaging in diplomatic practices that allow the country holding the weapon to understand the implications of its continued existence in addition to potential political damages it will suffer as a consequence.

Mitigating the effects of a disaster that occurred in chemical facilities would require control. If the situation is handled properly, it will not cause damage to civilians. To conduct this process properly and to reduce the level of risk associated with such a disaster, it would be necessary to have trained professionals arrive on the scene wearing the proper protective gear to treat the chemical skill in a timely manner. If this is done properly, the risk could be reduced to zero because no one will be harmed from the spill, unless the individuals present during this process were harmed. In this case, it would be necessary to send the victims to receive medical care immediately. It is appropriate to have a reasonable action plan that will be implemented in monitored in preparation for an incident. After an accident occurs, the plan should be put into action.
