Organizational safety culture is characterized by universal indicators, in particular, five universal indicators stand out that include communication, hazard identification and risk assessment, safety awareness, leadership and promotion of safety. These indicators are very specific such that, they can describe measurable as well as observable characteristics.  The characteristics can be reported, heard, seen and counted with application of procedures for data collection. The five indicators must be specific as well as measurable with regard to their characteristics which make it possible for changes and progress to be noticed in the process of achievement of precise outcome (Dessler, 2015).

Implementation of such “key performance indicators (kpi) in a contractor screening program requires that, they are in a clear, focused and specific such that anticipated change is a representation of the progress that is supposed to be achieved by the contractor safety program. The implementation of the indicator also requires that a good idea concerning the data and the population where the indicator is to be measured. The indicator must be quantifiable through the application of available tools as well as procedures.  A properly implemented indicator must be able to clearly indicate some benchmarks such as the best approach to identify the occurrence of changes and how one identifies the point of achieving outcomes. The advance consideration of potential approaches to data collection can serve as a clear guide as to whether the indicators are specific to the required level (Crutchfield, 2013).

It is important to appreciate the potentials of the organization in effective mitigation of risks as characterized by the five main indicators.  Effective communication helps in urgent management of the issues. Timely identification of hazards is indispensable in molding safety culture. Safety awareness determines the level of handling safety issues and concerns when they arise. Management’s leadership to safety concerns and issues, as well as its promotion of safety are critical determinants of the success of mitigations of safety risks within the workplace.
