Social development theory tends to emphasize the qualitative changes in the formation and framework of society, which facilitate the society to better comprehend its goals and objectives. This theory has a potential to become a tool for the self-conscious progress of the collective and its associates have to limit its scope to definite horizons, for it can lose the force of application. The manner of development can be applied to any society at any historical period, thus being an upward ascending movement including greater levels of energy, productivity, quality, efficiency, comprehension, and accomplishment. However, development does not only involve a set of policies and programs implemented for certain result, but it’s a process of social change. Furthermore, the fundamental mechanism that drives social change, also increases awareness and leads to better organization. Consequently, when society feels new opportunities for progress and change, it accordingly develops new policy types, in order to productively utilize these new openings. The tools of the progress, including science, capital and communications, social policies and organizations are so undeniably influential in their action, that they are frequently confused with its origin and cause. Most attempts to comprehend the development process have concentrated on the central significance of one of the mentioned instruments. While it is clear that all of these tools are able to and do play a vital role in social progress, it has not been yet explained what verifies the advance of these instruments themselves or the amount to which they are exploited by people or the method by which they are able to result into maximum effectiveness.
