Introduction

Bradley Paving and Construction Inc. is a locally owned with 30 years of paving experience and PermaFlex Certified. Bradley, for short, has a capital of $2 Million dollars in liquid assets and holds $377,261 hard cold cash from profits. The company has partnered with the City of Beckley, Federal Transit Administration, and VCC, Incorporation of Atlanta for commercial and residential paving services. The full spectrumsof paving solutions they provide are: sealcoating, pavement marking, milling, patching, resurfacing, and small- or large-scale pavement repair and rehabilitation. To date, highlighted projects they have completed are: (1) a pristine highland by expressways and interstates in the 1990s – $72 Million projected budget by Department of Transportation and Federal Transit Administration (2) Phase II pavement construction plan for the City of Beckley – a transit parking lot between Neville street and Leslie C. Gates of City of Beckley. (3) Repaired and rehabilitated 290 of 517 streets in the City of Beckley due to the potholes caused by snow; and, deterioratedasphalt caused by outdated asphalt mixture. Currently, Bradley is working on a pavement construction in the public plaza area that links to Beckley’s rails to trails biking and walking path (City of Beckley, 2014).  Needlessly to say, the City of Beckley have trusted in Bradley Paving and Construction in proving such services and they obviously have had been fulfilled the satisfaction in a timely professional manner. With respect, the company has put an effort to make their mission a reputable and noteworthy for their highly trained subcontractors, commercial enterprises, developers, engineers, and project managers be satisfied and rewarded with the end results. Their vision is a commitment in project schedules to be successfully resourced and scheduled—That is, in their routine experience, scheduling a project work on a timely manner and pay attention to details for the contractors and subcontractors to complete specific tasks with low difficulty are their main goals. Bradley has  objectives to measure on the quality of services they have provided such as make suggestions that are considerable legitimate and legal complied by the department of public works. If necessary, they wouldmake corrections without obligations.See Table 2 on scheduling and costs. As seen on table 2, the cost starting from $47 dollars to $147 dollars per pound in installments. It is important to note, that the company do not cover some tasks that are often asked by customers, the work not covered are:

  • Operating wheel mounted tractors having powered take-off and towed or attached equipment such as brush hogs, sprayers, and ganged grass-cutting devices.
  • Operating forklifts to move, stack and unstack, and load and unload other company’s materials.
  • Sweeping, scrubbing, and waxing floors: washing windows and walks; dusting and polishing furniture and fixtures; and emptying waste cans. This case refers to the pavement adjunct to the building.

These services can be re-called for same type of services at the rate of 10% for any reasons that were causing a problem to the environment. For new asphalt on small- or large-scale pavement, the cost for second same type of service would remain at 10% discount as a thank you for servicing with Bradley Paving and Construction company. Discussion

The Bradley company have partnered with three major stakeholders: The City of Beckley, West Virginia, Federal Transit Administration, and VCC Incorporation of Atlanta that holds more than $100 million in capitulation in which gives Bradley the benefit of work values that have been invested in paving and construction projects. Bradley have had received over 80 bids for setting up a pavement projects from VCC Incorporation of Atlanta alone. Comparing, to other competitive pavement company, AAA Paving and Sealing company, serving communities in Southern West Virginia & Southwest Virginia. They have better discount rates than Bradley; however, the discount rates over there do not make a match to the costs spend on raw materials- a call for risk. Their Emergency Services have many flaws in it because of their outdated motor graders do not comply with the today’s innovate GPS technology systems like Bradley has in stock. We have better competitive advantage than they do to a greater degree. Furthermore, at Bradley, each type of paving service has an approved PermaFlex materials used in building a pavement because the materials are weather-proof that helps roads to adjust its asphalt temperature and, not only that, in addition to, the  automobile tires must have protection, as well, as extending to the duration of use, wearing out timidly and safely. The materials are better handled by certified employees. Their credentials begins with 1996 Federal Wage System Job Grading Standard for Laboring, as a Laborer, Grade 3 job description in general states that Grade 3 laborers perform its duties, they use concrete, gravel, and/or asphalt to fill and level holes in damaged roads. They may be required to use equipment (jackhammers, industrial-type, powered snow blowers) to break up pavement and clear sidewalks. They also perform grounds maintenance, operate power tillers (walking-or riding-type), power mowers, and to prepare gasoline/oil mixtures for powered equipment, and clean and lubricate mowers. Grade 3 laborers must obtain certain skills and knowledge in the area of operation, control of powered equipment. In some work situations, laborers at this level may operate weight-handling devices such as electric hand trucks or lifts, pallet jacks, and dollies to move very loads. The nature of the duties and the use of equipment require attention to care to avoid accidents and to complete work as scheduled. For those who are at this manual skill of asphalt require a complete knowledge of familiar processes, directions, and or sequences (e.g., mixing cement or asphalt to repair sidewalk).

Conclusion

Bradley Paving and Construction, Inc. is looking at an opportunity to make profit during the peak seasons, spring and winter time as usual in time, there is a need for pavement or construction service during summer and fall due to environmental affected weather. The company can use the resources from three contractor companies and use outsourcing resources for services that are not covered by the company because in some situations depends on the company’s policy and desire for a special measurement on the cost savings and with tight budget that will not lose time and money altogether. Most importantly, Bradley can take advantage of the flaws that can be fixed with no problem since they have internal and external resources to obtain when needed. On the other hand, Bradley has to pay $16.00 per hour per work ordered up to five certified employees. A flaw in hiring seasonal employees, if necessary, one leader, and an extra five assistants may help the business to be effective in case of correction. When this type of situation happens, the company can rely on licensing body, the Better Business Bureau for immense solutions. In addition, the costs for each service can be paid in installments to offset the expenses paid for the materials such as, compound asphalt, camber, polyurethane, elastometric latex coating, and modified minerals that are supposedly to penetrate the minerals from weather of destruction.  In addition to the break-even cost savings between $400,000 to $1,000,000 dollars may be seem reasonable balance goodness fit to forecast the future paving and construction orders within three month range. It is difficult to assess the predicaments for a six month forecast because of the economic and legal factors that may impose risk against the company, Bradley. It is best to make financial sound for evaluation every three months and find out the patterns and loopholes on where there are opportunities to make extra revenues or profits.
