One would wonder how the government is able to do all its functions effectively. This paper made it clear to me that the government stretches its hand through institutions. It is through these institutions that the government serves its citizens.

The breakdown of the way the government provides services to its citizen is a series that involves several people as shown in the public service management structure as shown below.

I came to understand that politics affect all the efforts by the government to offer these services. Government officials are responsible for protecting the people they represent and ensure adequate provision of the services. However, is so happens that they become the greatest enemies of progress. Minor corruption issues could arise to combat the budgetary.

Again, communication and coordination between the various levels of authority is more often bound to controversies and problems. Some individuals could have self-interests, where they opt to “steal” from the government and the citizen.

Take an example of an institution like the public water supply and sanitation services. This institution is responsible for ensuring provision of water and efficient sanitation services in rural and urban regions of the nation. Its main objective is to provide services at the highest level possible. The success of such an institution is dependent on the leaders and the funds reaching the lowest management.

Other government services include security, community health, rural development, construction of roads, general infrastructure, and construction of public schools and institutions of higher learning and ensuring payment of all public staff. The discussions on budgetary did not mean a lot to me as I feel affected by the top down structure, whereby as a citizen and military officer, am affected by other people’s mistakes. The government budget is at a tight schedule. Politicians, government officials, and all staff directly involved in handling government cash are obligated to act responsibly.
