Rhee describes Brookhaven Laboratory’s use of a Community Advisory Council. Would a CAC approach work for a profit-making real estate company proposing a new high rise apartment building in a neighborhood of four-story brownstones? What problems do you foresee?

Every community has its own building code based on the zone it belongs to. For example, reinstated cities and the communities around them have specific building codes that they follow. In a way, these codes are guidelines that make sure of the proper utilization of resources present in a particular community. Notably, a community populated by four-story brown stone residences has perhaps been settled in that particular form of building structures due to the fact that the people living in that area are accustomed to living in such structures. Four-story brownstones are noted for both their efficacy and low cost systems that are easy to maintain. Something that is certainly different from high rise apartment buildings. This is the reason why at some point, it is assumed that the establishment of a high-rise apartment building in a neighborhood populated by four-story brownstones would actually pose certain problems to the community that already lives in the area.

One particular issue would be the separation of living status among the residents of the four story brownstones and that of the ones supposed to be living in the high rise apartment buildings. The fear of imbalance of the distribution of community resources such as water and electricity could also be feared by the original residents of the area. Somehow, in this case, a community advisory council could be deemed helpful especially in resolving differences between the values that the original residents recognize compared to that of the proposal of the profit-making real estate company which is supposed to create the said building. Relatively, cooperative communication between the members of the community regarding their opinion on the proposal could create a mediating source of decision that could actually help the community and the company come up with a single decision of whether or not to pursue with the building of the high-rise apartment. Through this, the opinion of everyone else shall be added into the final decision hence providing proper attention to the value of all the stakeholders involved in the case being resolved hence avoiding the possibility of going over the realization of the values of one party against the other.
