The manner by which immigrants and other non-English speaking students thrive and survive in school present a deterrent problem that challenges the condition of development that students are able to take into account in school. This fact hurts their competence in actually achieving the best from their activities and other conditions of development undergone in schools in the United States. Some educational institutions in the country that specifically provide educational services to non-English speaking students then decide to take on the challenge through adapting a bilingual pattern of curriculum whereas the children are taught in their native language and then are given the time of transition towards utilizing the English language. This approach has been adapted to due to the idea of children being able to think and express themselves better using their native tongue. It is expected that during the transition period, they would be able to embrace the English language as much as they were able to embrace their own language. The study conducted by Rossell and Baker on The Educational Effectiveness of Bilingual Education tries to identify well with such capacity of the education program to produce students who are much better able to contemplate with the challenge of utilizing the English language more efficiently.
The research thrived to respond to the problem of whether or not the transition phase of bilingual education actually serves the needs of the students to become more efficient in utilizing the English language in both academic and conversational communication. To respond to such issue, the researchers tried to find relevant references and studies that have been conducted in the past by several authors and create a comparison on how these studies identify with the problem being resolved in relation to the effectiveness of bilingual education on non-English-speaking students. To note, at least 75 studies were considered valid by the researchers where they particularly gathered their data from. With the said approach adapted, the researchers found out that there is no relative connection between bilingual education and how the students develop an inkling towards English subjects all the more affecting their efficiency in utilizing English for conversation and communication in class and even among their peers. It has been found out that it is the willingness and the personal perception of the student to embrace English as their primary language that serves their language development at best.
Overall, the condition of language development among students as featured in this study could be accounted towards the attitude and behavior one has in relation to his studies. The relative consideration of others’ works through time specifically gives this study a distinct value that identifies well with [time-comparison-accuracy] that consistently defines how students from different ages thriving in different times react to the application of bilingual education in the regular curriculum of American learning institutions. Nevertheless, it would have been better if the researchers confounded with the possibility of reaching out to present organizations or learning institutions providing bilingual programs of learning to non-English-speaking students. This would have created a more actually analyzed data on the part of the researchers where they could cross reference the results they garnered with that of the studies completed by other researchers in the past. Other than this, the whole study and its overall context could be considered helpful in identifying with the learning problem that non-English-speaking students encounter in class.
At present, the problem of development among students who learn in schools providing bilingual programs of learning could be accounted against the attitude the students have towards learning. It is however expected in the future that a more defined program for learning dedicated for these students be created [perhaps relatively connected to their attitude and behavioral development] to be able to help them cope with the challenges of learning with the use of the English language.
