The article “As food costs rise, farmers cling to their subsidies” (2008) by Alan Beattie surveys the possible diminution of pay-outs in the farm sector and import tariffs as a measure of standing up to food crisis.

The World Bank and WTO assure the governments that a reform based on subsidies and import tariffs cut would encourage the growth of production. So, various approaches of governments and methods of intervention in agriculture specifically in the US and some EU member states are analyzed.

Though the US Department of Agriculture foresees the increase of income farmers claim their “gains from higher farm gate prices” have been limited by rising input costs (Beattie, 2008). They consider soaring food prices the vagaries of Washington politics and conditional to antagonistic opinions (to increase or suspend the pay-outs). The EU faces the similar prospects for reform of farm sector. There is no unanimity among the member states of the EU. The UK adopts the offered reform supposing the cuts of subsidies crucial; France and Ireland oppose to these changes.

According to Beattie (2008) the international community should work out common mechanism that would enable general actions to resist crisis, namely cost rise and commodity shortages.
